To UNLOCK laser it is 3 short presses and 2 slightly longer presses.
Like so:

After the laser has been unlocked it will begin low power strobe mode.
One quick press will switch to steady beam mode.
Press and hold the button for a second to switch to high power mode.
Press and hold for 3+ seconds to return laser to locked mode.
Be Safe!
MISUSE of this laser will not only get you serious fines and jail time, but it will also cause lawmakers to outlaw this for everyone.
